U.S. Army JRTC Finds The Right Range and Instrumentation Solutions for MOUT

Over the last two decades, the environment in which the battle is being fought has changed the rules of engagement. In third world countries like Somalia, Kosovo, Panama, and Bosnia, the battlefield is more often waged in and around the dangerous streets and buildings of an unfamiliar city. This threatening, confusing terrain calls for lightening quick response and decision making to deliver victory with maximum troop safety. The Joint Readiness Training Center (JRTC) assures that U.S. Armed Forces receive the highest level of training in real life urban warfare situations at Fort Polk, Louisiana, Military Operations on Urbanized Terrain or (MOUT) facility. This is one of the only MOUT facilities that replicates the battle field using "live fire". It is this live fire training that forces the soldier to feel the pressure and anxiety of shooting with live rounds, and the costs of mistakes.

SIGCOM was brought in to work with the Army's simulation Training and Instrumentation Command (STRICOM) to design and implement the instrumentation systems at the MOUT facility. These systems include:

Extensive Solutions for an Expansive Facility

This complex is meticulously outfitted with interactive Multiple Integrated Laser Engagement Systems (MILES) "shoot-back" combat targets, 150 smoke generators, and 350 speakers with various sound effects that greatly enhance a   real life battle experience. But to add even more accuracy during force-on-force exercises the village is populated with groups of role playing civilians and soldiers. The MOUT facility is large enough to expertly train and test up to a battalion size force. Every second of the battle is covered by 1,000 remotely controlled surveillance cameras equipped with night vision lenses, while 350 supersensitive microphones pick up every sound. SIGCOM integrated every aspect of the facility with over three million feet of fiber optic cable within a sophisticated, centralized Integrated Control System.   This fiber optic, local area network  (LAN) allows complete monitoring and control of all the audio, video, motion detection and target technology from the operations control center.

To train and maintain the most combat-ready armed forces in the world, there's no comparison to the live fire training provided in the JRTC MOUT facility. That's exactly why it has been chosen for their urban combat training by the Army, Navy SEALS, FBI, SWAT Teams, Marines, British Special Forces and NATO troops. And that's why SIGCOM was awarded the contract to provide range instrumentation solutions.

Video review and critique to training and performance

From the operator stations in the operations control center, the JRTC staff can set up pre-programmed or 'on-the-fly' battle scenarios and select their choice of realistic special effects. To closely observe and review the action real time, trainers, officers, and VIP's can choose the central water tower observation post, the operations control center or the cutting edge After Action Review (AAR) Theatre. During the exercises, operators monitor up to 48 camera views simultaneously to choose select mission footage. A digital, non-linear video post-production suite records and edits the footage into a briefing video that can be ready for review and follow-up instruction with the troops within minutes of the last round being fired.

The AART provides an unparalleled venue for interaction between the observer /controller staff and the soldier unit. Each phase of the operation is reviewed and assessed for performance improvements. The 50 seat theatre is outfitted with two 100" rear projection screens, sixteen 32" monitors, multiple cameras and audio set-ups for a highly accurate viewing experience. The entire review and exchange in the AAR is recorded and put together in a "take home" package for the trained unit.
